Turning Data into Evidence. Evidence Into Action. Banner (3).png

For mission-driven organizations and social enterprises navigating the path to knowing what is working and scaling what matters.

True West Strategy is built for social impact organizations and mission-driven companies ready to prove program efficacy, demonstrate meaningful impact, and build the evidence base needed to sustain their work over time. The result: more effective programs and leaders who have the data they need to reduce costs, raise funds, attract continued investment, and plan for scale. True West Strategy centers the people who are the core of all the work, using human-centered design principles while employing AI tools to create efficiency and expansiveness in the work. This is our defining edge.

How We Work

We don't lead with our methodology. We lead with your world, then build the approach around your organization, your challenges, and the outcomes you're working toward. That means structured enough to deliver clear, action-oriented results, and flexible enough to adapt when new insights or shifting conditions call for a different path.

Client-First Thinking

Before we propose a solution, we ask three questions: What are your priorities? What's keeping you up at night? What's the gap between where you are and where you're headed? We start there, not with our credentials, so you never have to translate what we do into your own language.

Governance Built In

Accountability and evidence systems are designed from the start, not added later. We call this the 4 Ps: Purpose, People, Process, and Performance, aligning all four so your organization has both the evidence and the systems to sustain its impact over time.

Human-Centered, Participatory Design

We use human-centered design and systems thinking to keep the people closest to the work at the center of it. Stakeholders help shape the strategy, not just receive it, so solutions are built with the people who will carry them forward.

AI-Enabled, Not AI-Replaced

We use AI tools, tailored to each engagement, to create efficiency and expand what's possible in evaluation and learning work. The technology supports the thinking. It doesn't replace it.

Our Services

Evaluation Strategy & Framework Design

For organizations that need an evaluation approach as rigorous as their mission. We build frameworks that answer the questions about program reach, effectiveness and sustainability that leadership, funders, and boards are actually asking.

Organizational Learning Strategy & Systems

When an organization wants to build the internal learning muscle, not just report on the past. We build learning systems with feedback loops that inform what comes next.

Impact Measurement & Evaluation

Building funder-ready evidence, so program data becomes something funders respond to. We turn your findings and insights into a coherent, credible story that supports continued investment.

Data Infrastructure & KPI Architecture

For teams sitting on more data than they can currently use. We design the systems and KPIs that turn raw numbers into real-time visibility for decision-makers.

Strategic Planning

For organizations that need a clear path from where they are to where they want to be. We build strategic plans, grounded in a theory of change, that turn ambition into a roadmap the whole organization can rally around.

AI-Enabled MEL Workflow Design

For teams ready to move faster without losing rigor. We design personalized AI-enabled workflows that make monitoring, evaluation, and learning more efficient without cutting corners.

About Adam

Adam M. West is an Evaluation, Learning & Impact leader based in the San Francisco Bay Area, with 18 years of progressive leadership across public health, healthcare, workforce development, climate mitigation, and global development.

Most recently, he served as MEL Director at Upstream USA, an Audacious Project awardee, where he designed the monitoring, evaluation, and learning frameworks and implementation workflows for the clinical workforce development training component of Upstream's larger program, reaching 5,000+ clinic staff in 180+ healthcare centers across 35 states. His consulting portfolio includes engagements with UNICEF, the Nike Foundation, Room to Read, UCSF, and the CDC.

Adam describes his approach with a metaphor: the trim tab on a rudder, small relative to the whole organization, but disproportionately influential on its direction. He anticipates what leadership will need and approaches every engagement as a thought partner, translating complex findings into decisions people can actually act on.

Beyond his consulting work, Adam is a founding board member, treasurer, and impact consultant at Seatrees (aka Sustainable Surf), and was the longtime treasurer of the San Francisco Chapter of the Surfrider Foundation. He is a father, musician and songwriter, surfer, cook, and active member of his San Francisco beach community.
